Severe Accident Management Guidelines (SAMGs) provide a framework for the plant operational and emergency response staff to cope with accidents and events that are low probability and are outside of the design basis transients and events.  These guidelines help the staff determine the state of the plant using available information, apply resources to critical accident management functions, and extend the ability of various plant barriers to prevent or limit releases of radioactive materials.
